Onsite position only Under general supervision, provides varied, complex, and confidential office administrative and secretarial support to the General Manager and Board of Directors; acts as District Clerk and Assistant Board Secretary to the Board of Directors, including preparing District Board agendas, minutes, actions, ordinances, and resolutions, maintaining official District documents and records, and conducting District elections; acts as a point of contact for the General Manager, Board of Directors, other departments, and the public to resolve issues and concerns; performs general office support and customer service duties; and performs related work as required.
Functions as the designated Personnel Custodian/Manager responsible for the administrative functions related to the employee personnel files.
Processes payroll bi-weekly for a staff of 9 (training will be provided).
Provides varied confidential and responsible office support to the General Manager.
Coordinates the office administrative functions of the General Manager's office and the Board of Directors.
In coordination with District management, prepares and distributes the Board agenda, minutes and packets to Board members, staff, legal counsel and other interested parties ensuring compliance of agenda items with legal requirements asstated within state and federal codes and regulations such as the Brown Act.
Prepares official notification of Board meetings and committee meetings; prepares Board room for Board meetings and Committee meetings.
Provides administrative support to the Board of Directors, prepares letters and memorandums, arranges travel to conferences and seminars; annually prepares and files all pertinent and necessary documents regarding Conflict of Interest and Form 700.
Coordinates, arranges, and organizes District meetings and events; coordinates the use of the District's Board room.
Maintains appointment calendars for the General Manager and Board members.
Schedules appointments and meetings, makes reservations for conferences and seminars and makes travel arrangements.
Draft correspondence, memoranda, reports, resolutions, agreements and other written materials, within established policy guidelines, and transmit letters of support or opposition for specific legislation.
Reviews and proofreads letters, reports, records and other items for accuracy, completeness, and compliance with established standards.
Organizes, indexes, and files correspondence, resolutions, minutes and agreements in the District's Central File and other appropriate District files.
Attends all Board of Directors meetings; records all official proceedings; prepares public notifications, agendas, minutes, and other documents; follows up on ordinances, resolutions, agreements, and other official documents; publishes, files, and indexes all proceedings of the District Board.
Maintains Board meeting minutes, index and supervises the binding of the minutes.
Coordinates the public hearing process for the District Board of Director meetings; organizes development of public meeting agenda packets and public meeting notices in accordance with various government code requirements and legal deadlines.
Performs public records preservation and destruction duties; researches District documents, historical information, and other information as needed.
Ensures compliance with the Public Records Act, the Freedom of Information Act, and the Brown Act; reviews and monitors public requests for records; ensures that all public records are open to inspection at all times during office hours and that every person's right to inspect any public record of the District is upheld.
Receives and screens visitors, telephone calls, emails, and regular mail; provides information and resolves issues for District staff, other organizations, and the public.
Receives customer service and billing and billing inquiries.
Types and assembles correspondence and other materials containing confidential information; independently responds to letters and general correspondence.
Operates standard office equipment, including job-related computer hardware and software applications, facsimile equipment, and multi-line telephones.
Organizes and maintains various administrative, confidential, reference, and follow-up files; purges files as required.
Handles and answers customer inquiries by phone or over the counter pertaining to billing or water service-related problems.
Performs other various administrative tasks, related duties and responsibilities for all the classifications.
Assists General Manager with all human resources issues, prepares all correspondence.
Maintains District's personnel records.
Performs other duties as assigned.
Provide varied, confidential, and responsible secretarial and office administrative work requiring the use of independent judgment, tact and discretion.
Respond to and effectively prioritize multiple phone calls, walk-up traffic, and other requests and interruptions.
Prepare official minutes, resolutions, ordinances, correspondence, and other written materials.
Understand the organization and operation of the District and of outside agencies as necessary to assume assigned responsibilities.
Interpret, apply, explain, and ensure compliance with applicable Federal, State, and local laws, rules, regulations, policies, and procedures.
Maintain confidentiality and be discreet in handling and processing confidential information and data.
Perform basic research and prepare reports and recommendations.
Organize, maintain, and update office database and records systems.
Enter and retrieve data from a computer with sufficient speed and accuracy.
Take notes rapidly and accurately transcribe own notes.
Compose correspondence and reports independently or from brief instructions.
Establish and maintain a records management system.
Make accurate arithmetic and statistical calculations.
Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.
Operate modern office equipment including computer equipment and specialized software applications programs.
Effectively communicate in person, over the telephone and in writing.
Use tact, initiative, prudence and independent judgment within general policy, procedural and legal guidelines.
Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
Education and
Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.
A typical way to obtain the required qualifications would be:
Equivalent to high school diploma and ten (10) years of experience in executive level general clerical, office administrative, or secretarial work.
Experience in providing technical and administrative support to executive-level management in a public agency is desirable.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
